Attached are the Justice Re-Investment proposals that were presented publicly on May, 23, 2012 – Keep in mind, that at this point, they are JUST PROPOSALS, but the policy options are generally agreed upon by all relevant agencies. Should this “package” get approved, it will result in significant population reductions, as well as a series of efficiencies within our agency. Plus, these coupled with the other initiatives we have going on (such as short-min facilities, classification process review, etc.) should get us well on our way to significant improvements.

A quick summary of recommendations includes:
· Elimination of pre-release and elimination of technical parole violation returns to SCIs (except sex offenders and those who have absconded, plus those with weapons) coupled with a 6 month hard cap on any who do return to us · Modifying the CCC’s to parolees and technical parole violators · Prohibition of offenders convicted of Misdemeanor 3’s and Ungraded Misdemeanors from being committed to DOC regardless of sentence · Increase of 20% in parole hearings by expanding use of Video Conferencing especially for non-violent offenders and potentially eliminating some of the documentation to potential include “the vote sheet” · Create an incentive program to pay counties to keep short and mid min (12 and 24 month to go on sentence) offenders in county · Create grant programs for local law enforcement · Create grant programs for local probation and parole · Focus on reducing max outs · Focus on improving home plan process There are others, but as you can see, we are focusing these efforts on the lower risk/short term offenders in our system, which we spend a significant amount of time and resources on. |
